South Korea's AI Basic Act

BuildAIPolicy Research · Added 27 October 2026 · Last checked 27 October 2026

What it is

Organisations must tell users in advance when a product or service uses generative or high-impact AI, and label AI-generated content. High-impact AI, such as AI used in hiring or healthcare, carries extra duties including explanation, human oversight and documentation. The government has said fines won't be imposed for the first year.

Who it affects

Organisations offering AI products or services in South Korea, including some foreign businesses.

What to consider

  • If you serve users in South Korea, add AI notices and labels.
  • Check whether any of your AI counts as high-impact.
